The Board affirmed the ALJ's Decision dated March 7, 1984 (Digest 15,694) establishing general violations of 1540(d) and (f). It rejected Employer's contentions that its job site, at Hamilton Air Force Base, was subject to exclusive federal safety and health jurisdiction, and that procedure after the ALJ hearing denied it due process. The Board found on the merits that the violations were established.
