The Appeals Board affirmed the ALJ decision of March 29, 1983 (Digest 15,345). The Board concurred in the ALJ's determination that Employer had committed a serious violation of 4999(a) (handling loads), but that the violation was not willful as charged by the Division. The Board also affirmed reduction of the penalty from $4,250 to $500.
