The Appeals Board denied reconsideration of the ALJ decision of December 30, 1986 (Digest 16,954). The ALJ had affirmed a $2,550 penalty for an admitted repeat/serious violation of 1626(e) (stairwells and stairs). The petition gave no legally sufficient grounds for reconsideration. (Employer argued in mitigation that it had installed the required stairway railings but another contractor had removed them.
