An alleged serious violation of 3999(b) (conveyors) was reduced to general. The head pulley on Employer's belt conveyor was unguarded, exposing a mechanic to the nip point during repairs, cleaning or maintenance. Employer argued that a mechanic would approach the nip point only if the power were shut off.
