An alleged serious violation of 1669(a) (safety belts and nets) was vacated. Two employees were on a three-foot ledge, 20 feet above a sidewalk, doing inspection work that preceded applying a roof covering. They were not tied off, nor were they provided with temporary guardrailings, as provided in 1669(a) "(w)hen work is to be performed from thrustouts or similar exposed locations..."
