Digest of COSHAB's Decision After Reconsideration dated December 8, 1987, Docket No. 86-R2D4-984. Elaine W. Donaldson, Chairman; L. A. Harrington and Michael R. Monagan, Members.

The Appeals Board affirmed in part and reversed in part the ALJ decision of April 2, 1987 (Digest 17,067). Acting on Employer's petition, the Board affirmed the ALJ in finding a violation of 3203(a)(2) (accident prevention program). On petition by the Division, the Board reversed the ALJ's induction of the violation from serious to general, and restored the $300 penalty proposed by the Division.
