Digest of COSHAB's Decision After Reconsideration dated February 4, 1988, Docket Nos. 86-R2D3-1270 thru 1272. Elaine W. Donaldson, Chairman; L. A. Harrington and Michael R. Monagan, Members.

The Appeals Board reversed the ALJ decision of March 6, 1987 (Digest 17,040). The Board denied Employer's appeals from two serious and two general violations. The Board imposed only one of two $500 penalties proposed by the Division, finding that both safety orders addressed the same hazard.
