A serious violation of 1632(b) (floor and roof openings to be guarded) was affirmed, with $100 penalty.

Employer was a lathing and plastering subcontractor at a church school construction site. An employee, stepping back to inspect his plastering work on the sound barrier for an air conditioning unit, fell through a roof opening. The fall distance was about 10 feet. The opening was covered only with thin plastic.
