Following a complaint investigation, Employer, a manufacturer of metal products, was cited for serious violation of 3210(a) (guardrails on elevated work platforms); a $560 penalty was proposed. An employee was working more than eight feet high installing bumpers on the unguarded side of a maintenance workstand under construction. The violation, serious classification and penalty were affirmed.
