Employer was a contractor which installed sewer and water lines, storm drains, electrical and telephone conduit, and other types of underground construction. A complaint inspection resulted in a citation alleging a general violation of 1513(a) for construction debris. Section 1513(a) requires debris such as scrap lumber with protruding nails to be kept reasonably cleared from work areas.
