The Appeals Board reinstated and reversed the ALJ decision of May 3, 1991 (Digest 17,671), and granted Employer's appeal from a violation of General Industry 3648(o).

That the employee, a cable splicer, failed to tie off in an elevated aerial bucket in accordance with 3648(o) was not in dispute.
