The Appeals Board affirmed in part and reversed in part the ALJ decision of October 25, 1991 (Digest 17,814). It granted Employer's appeal from a general violation of 5022(a)(2) but reversed the ALJ by denying appeal of a general violation of 5031(c). Reconsideration was on petition by the Division.
