Employer, which provided emergency response services involving derailments, for railroad companies, was assisting Southern Pacific following the Dunsmuir, CA, chemical spill. Following investigation of the accident, Employer was cited for two general and one serious violations, with a $600 penalty proposed for the latter. At the hearing, one of the alleged general violations was withdrawn by the Division.
