While conducting an unrelated accident investigation, the Division inspector observed employees of Employer operating an aerial device while not secured to protect from falls. He cited Employer for serious violation of 6348(o) and proposed an $850 penalty. At the hearing, the Division moved to reduce the proposed penalty to $800.
