Employer's auto dealership and service facility was inspected pursuant to a complaint and cited for eight general violations. On reinspection, a violation of 3543(b) remained unabated; the Division issued a Notification of Failure to Abate and proposed a penalty of $2,695. Employer appealed the reasonableness of the abatement period allowed to complete changes and the penalty amount.
