The Appeals Board affirmed the ALJ decision dated September 9, 1992 (Digest 18,070) which had denied Employer's appeal from violation of 1540(d) but had reduced the classification from second/ repeat/serious to second/repeat/general and lowered the penalty from $4,000 to $1,000.
