Employer was cited after a complaint inspection for violations of 780(a) and 3203(a) with penalties totaling $1,350. Five months later the Division conducted a follow-up inspection, issued a Notification of Failure to Abate the violations and proposed penalties totaling $166,050. Employer appealed the Notification challenging the existence of the violations and the penalties.
