The Appeals Board reversed an Order of the Board which had denied Employer's request to file a late appeal.
Appeal, Late Filing. "Labor Code section 6601 provides that if an employer fails to notify the Board of its intent to appeal within 15 working days from the receipt of a citation, the citation shall be deemed a final order of the Board and not subject to review by any court or agency.
