Employer, a sewing contractor, was inspected in response to a complaint, and issued a citation for four general violations with $1,010 in total penalties. After a follow-up inspection, Employer was issued a Notification of Failure to Abate Alleged Violation for a continuing violation of 3203(a) with a proposed penalty of $9,900. Employer appealed the reasonableness of the penalty in the Notification.
