The Appeals Board reversed in part and affirmed in part the ALJ decision of January 28, 1993 (Digest 18,158), which had affirmed a general violation of 1710(b) and a serious violation of 1710(a)(1) with a $1,600 penalty. The accident leading to the citations occurred when an employee was standing on a 33-foot long beam bolted at the ends to two 16-foot high columns.
