Employer, which manufactured a juice beverage concentrate and repaired dispensing machines, was the subject of a planned program inspection. The Division issued a citation alleging four violations of regulatory and safety standards, proposing $555 in total penalties. Employer appealed the existence, abatement period and penalty for the first two alleged violations, and only the abatement and penalties for the last two.
