The Appeals Board affirmed in part and reversed in part the ALJ decision of April 22, 1993 (Digest 18,252). The Board upheld a general violation of 1509(a) and its $335 penalty; reversed the ALJ on a serious violation of 1648(b) and $110 penalty, vacating them; and upheld a serious violation of 1648(c) but reduced the $1,500 penalty to $750.
