Employer, a small construction contractor with only three employees, was inspected following a complaint and cited for five general and three serious violations. Proposed penalties totaled $3,750. At the hearing, Employer withdrew its appeal of one serious violation and its $1,125 penalty and amended the scope of its appeal to contest one other serious violation and the penalties for all the remaining violations.
