Employer, a Colorado-based interstate carrier, was cited following an accident for one regulatory violation; a $100 penalty was proposed. Employer originally appealed the citation contesting the penalty but, at the hearing, moved to limit the scope to the issue of jurisdiction of the Division over Employer and its place of employment in California.
