Employer's business processed metal products by bending, shaping and grinding. A reinspection by the Division led to citations for a general and a serious violation, both characterized as repeat. Penalties of $2,550 and $6,375 were proposed. Employer did not contest the violations themselves---for 3578(g), tongue guards on grinders, and 4214(a), press brake point of operation guarding---but only the penalty amounts.
