The Appeals Board denied Employer's petition to reconsider the ALJ order of September 29, 1997. The ALJ had, after a prehearing conference, affirmed a regulatory/general citation with 24 items and 17 serious citations, but set aside penalties totaling $12,875 because Employer was out of business.
