Employer, a business reconditioning vehicle bumpers, was the subject of a high hazard inspection. Among others, two serious violations were issued with proposed penalties of $1,500 and $2,500. Employer appealed and there was a settlement that affirmed the violations, but reduced the $1,500 penalty to $1,000.
