The $73,560 in failure-to-abate penalties were properly calculated in accordance with applicable regulations and procedures. Employer provided no evidence to the contrary, nor any evidence of the financial hardship it claimed.
DEFENSE - IGNORANCE OF THE LAW
An employer, even one who does not understand English, has the duty to become knowledgeable regarding safety regulations affecting its business. Once a safety order is published, no other form of notice is required.
