CAL. CODE REGS, tit. 8, 3210(a) (2001) - There was no proof that an employee was exposed to a fall hazard when directed to step around a guardrail to gain access to a ladder into a water treatment plant chamber to clean it. The employee refused to follow the procedure, and there was no evidence that any other employees performed the cleaning task in the same manner.
