Employer spent over $95,000 to abate a guarding violation that led to a serious injury and to upgrade to newer punch presses that were more fully guarded. The proposed $12,600 penalty for the violation was not appropriate, given Employer's immediate and diligent actions; it was reduced to $4,000.
