LAB. § 6616 and 6617, CAL. CODE REGS, tit. 8, § 391 (2002) - Nine of Employer's 10 grounds for reconsideration were rejected for lack of specificity. The last argument, that the Appeals Board lost jurisdiction over Employer's appeal because the ALJ did not issue her decision within 30 days, was also invalid. The 30-day statutory limitation is directory, and not mandatory.
