CAL. CODE REGS, tit. 8, § 1621(a) (2002) - Employer's foreman worked at the edge of a 30-foot-deep shaft where the guardrail had been partially removed without tying off his safety belt and lanyard. The exception in subsection (b)(2) for structural steel crafts does not apply to the guardrailing requirements of subsection (a). The serious violation was established.
