Cal. Code Regs, tit. 8, §§ 1509(a) and 3203(a) (2003) - The Appeals Board agreed with the ALJ that Employer's safety program was deficient on two grounds. It failed to provide methods and/or procedures for protecting employees against imminent hazards, and it did not contain provisions for furnishing training and instruction to all new employees.
