Cal. Code Regs, tit. 8, §§ 1509(a) and 3203(a) (2003) - The Appeals Board agreed with the ALJ that Employer's safety program was deficient on two grounds. It failed to provide methods and/or procedures for protecting employees against imminent hazards, and it did not contain provisions for furnishing training and instruction to all new employees. Either ground was sufficient to support the cited general violation.
