Cal. Code Regs, tit. 8, § 3210(b) (2004) - Employer's railroad car repair operation did not violate the requirement for guardrails on work areas above 4 feet because the cars were mobile equipment meeting Exception 9 to the regulation, and because federal regulations prevented modifications to the cars.
