Code Regs, tit. 8, § 4951 (2018) – The Appeals Board vacated a citation for failure to provide a swing lock or swing brake capable of preventing a load from rotating under normal working conditions. The Board concluded that Employer provided its employees with a crane equipped with a swing lock capable of preventing rotation under normal working conditions.
