Code Regs, tit. 8, § 5416(c) (2010) - An explosion inside a spool pipe was sufficient circumstantial evidence that the concentration of flammable gases or vapors exceeded 25 percent of the LEL. Employer failed to show that flammable gases or vapors were not the source of the explosion.
