ELEVATED WORK LOCATIONS - GUARDRAILS
Cal. Code Regs, tit. 8, § 3210(b) (2009) - Employees used an elevated work location at a sidewalk area located above the concrete wall of a tipping floor in Employer’s solid waste transfer station to unload from trucks and to throw bagged garbage onto the floor. Although the sidewalk area was more than four feet above the tipping floor, the elevated platform was used primarily for unloading trucks; and the employees’ task of sweeping the sidewalk to clear debris was incidental to the primary function as an unloading device or facility. A guardrail system was not required; the exception of §3210(b)(2) applied.
