Cal. Code Regs, tit. 8, § 3704 (2017) – The Division established that Employer violated the safety order by failing to ensure that a load was secured against dangerous displacement, a serious, accident-related violation. The ALJ rejected Employer’s argument that the safety order is unenforceably vague.
