ACCESS AND EGRESS – STAIRWAYS AND LADDERS
Cal. Code Regs, tit. 8, § 1629(a)(4) (2016) – The Board reversed the conclusion of the ALJ that Employer violated the safety order by failing to provide two or more stairways for access to and exit from the roof of a building under construction. The safety order only requires “a safe means of access and egress” to the roof, not two stairways, the Board concluded.

ACCESS AND EGRESS – ELEVATORS FOR HOISTING WORKERS
Cal. Code Regs, tit. 8, § 1630(a) (2016) – The Board reversed the conclusion of the ALJ that Employer violated the safety order by failing to provide a construction passenger elevator to the uppermost floor of a building under construction. Section 1630 only requires an elevator landing at the uppermost floor, not to the roof, and at intervals not to exceed three stories. Elevators and elevator landings extended to the required floor levels at the time of the inspections by the Division, the Board found.
