LOADS - SECURING AGAINST DISPLACEMENT Cal. Code Regs, tit. 8, § 1593(f) (2009) - Straps securing a fuel tank on the bed of a trailer had been loosened before any other means or device was used to secure the tank to the trailer while preparing the tank for unloading. Thus, the load on the trailer was not properly secured.
