ELECTRICAL SAFETY ORDERS – CONDUCTORS ENTERING BOXES, CABINETS OR FITTINGS Cal. Code Regs, tit. 8, § 2473.1(a) (2014) – Employer stipulated to a violation for failure to effectively close a circuit breaker. However, the Division did not establish through expert testimony that serious physical harm was substantially probable in an accident caused by the violation. The Board upheld the ALJ’s reclassification of the violation to general.
