Appeals Board Says $5,000 Penalty Is Mandatory for Failure-to-Report Violations

A 2002 law intended to come down hard on employers who fail to report fatalities or serious injuries/illnesses. Since then, the Cal/OSH Appeals Board has had various interpretations. Now, it has set down new rules. Employers take heed.
