Sharp-eyed readers may notice that one of the Administrative Law Judge (ALJ) decisions summarized this week is in direct conflict with one we published in the Jan. 11 issue of COR [Digest 19,345]. In both cases, Tutor-Saliba-Perini, a contractor, had been cited under 1626(e) of the Construction Safety Orders for un-railed sides on portable stairs used to access construction trailers. The safety order says that stairways, until permanently enclosed, must be guarded on their open sides.T
