SAN FRANCISCO - TIPP stands for the Targeted Industries Partnership Program. It was created in November, 1992, by a Republican administration to attack well-documented labor law abuses in the agriculture and garment industries. The effort has been vigorously promoted by Governor Wilson appointees, and it has been so successful that the Department of Industrial Relations (DIR) and the U.S. Department of Labor have quietly signed a memorandum of understanding to make the effort permanent and even extend it
