Stairwells and Stairs, Handrailings. The appeal was denied and the citation and civil penalty of $800 was affirmed for the alleged serious violation of a safety order requiring handrails on stairways and landings (1626(a)). The existence of the violation was not in question and the Board found that Respondent, Division of Industrial Safety, had assessed the civil penalty against the Appellant pursuant to existing provisions of the Occupational Safety and Health Act of 1973.
