Penalties, Cumulative in Effect for Violations Related to Same Piece of Equipment. The appeal was granted to the extent a civil penalty was reduced by $75 but denied in all other respects.

Appellant was in violation of Section 1621(a) where a scaffold more than 7 1/2 feet above grade did not have railings. Appellant was also in violation of Section 1645(b) where the scaffold planking consisted of one 2 by 10 for two employees. The section calls for two or more 2 by 10's. A
