Shoring Violation. The appeal was denied and a serious violation of 8 Cal. Adm. Code 1541(a) affirmed along with its $600 proposed penalty.
Appellant's employees were working in an 11 1/2 foot deep trench that was not shored or sloped in any manner. Appellant apparently attempted to show that this was an independent employee act against orders but was unsuccessful.
