A nonserious violation of 1621(a) was established.

"Section 1621(a) requires railings to be provided on all open sides of elevated platforms over seven and one-half feet from the level underneath. In this case, an employee of the Appellant was observed walking on a balcony eight or nine feet above the ground level. No guardrails were provided on the balcony. The violation was established."
