Appellant's portable air compressor was found to be in nonserious violation of 4002(a) (failure to guard the fan) and 4070(c)(2) (failure to guard the V-belt and pulley drive). The only penalty proposed, $45 associated with the latter violation, was dismissed as not serving the purpose of the Act "which is to induce voluntary compliance."
