"The weight of the evidence established that there were four subcontractors at the building site. There was no evidence presented as to how long the compressed gas cylinder had been in that location, and the persons observed walking by the cylinder were not identified as employees of the Appellant. For the above reasons, the alleged violation of 8 Cal. Adm. Code 4846(e) shall be set aside."
